| The AT should be able to CHOOSE the AO to whom an action should be sent. I initially set up three AOs in NCRR (Ingram, Kulp, Pearman), all of whom got HNR (global) access. When the AT submitted an update, it went to the first AO alphabetically (Ingram). The correct AO in this case would have been Kulp or Pearman. I found this annoying, because I dont really care about at least the last 3. To be able to complete the transaction, we made up data, which we dont want to encourage users to do.
