The meeting began with a NED
status update presented by Mr. Bodine.
Following the status update, issues arising during the expanded pilot
phase were discussed.
- Issue: Which fields should be required for
fellows? There have been complaints during the
expanded pilot that some of the information currently required for adding
fellows to NED (e.g., DOB, city/country of birth) isn’t available at the
time of registration. Required
information is used for identity binding in issuing NIH IDs and helping
AOs determine whether a person already has a record in NED. The different types of fellows were
identified along the information typically available to AOs at the time of
registration. In the case of
visiting fellows, date of birth and city/country of birth is typically
available, while IRTAs normally have an SSN. Based on this, it was agreed that either SSN or DOB
and city/country of birth would be required when registering fellows. Using this approach, no new
classifications will be required.
- Issue: Should the current transfer process be
modified? Following a discussion of the current
process for transferring individuals between ICs, it was agreed that
improvements could be implemented.
First, a special “limbo” SAC will be created for each IC. By default, this will be added to the
coverage for all AOs/ATs within the IC (removing coverage for AOs/ATs
would be accomplished via the AO/AT maintenance functions). Second, when changing a person’s
directory status to transferring, the AO initiating the transfer would be
required to select the gaining IC and NED would automatically assign the
appropriate limbo SAC. Lastly, NED
will generate e-mail informing all AOs/ATs in the gaining IC that the
transferee has been released and is available to be activated.
- Issue: Surrogate AOs. A number of AOs have pointed out the need for surrogates, or
alternate AOs, who would be able to review and act on pending requests in
their queue during an absence. It
was pointed out that ITAS currently provides this capability. Following a brief discussion, there was
unanimous agreement that NED should be modified to allow AOs to select
alternates. This functionality
will be added to the AO administration menu. In addition, e-mail will be sent to the primary AO and all
alternates whenever a pending request has been in the queue for over seven
days.
- Issue: Should HRDB/FPS/JEFIC automatically
create NED entries? No.
- Issue: Should PAID automatically create NED
entries for contractors? No!
- Issue: Should PH and/or ITAS be treated as the
authoritative source for e-mail address? It was agreed that PH,
then ITAS should be the authoritative source for e-mail.
It
was agreed that the agenda item “Requirements for Exception Reports” would be
deferred to a later meeting.
